
Collaboration among the Program Management Office, the Product Team, and Users is paramount to the success of software acquisition. In this webcast, software acquisition experts from the Software Engineering Institute (SEI) discuss the User Agreement (UA), a key document for programs using the Software Acquisition Pathway (SWP).
The User Agreement serves as the foundation for collaboration between stakeholders, helping ensure that users remain engaged throughout the software development lifecycle. Even organizations not using the SWP can benefit from adopting a UA when utilizing Agile development methods.

Brigid O'Hearn is the SEI's DoW Software Modernization Policy Lead, advising Office of the Secretary of War organizations on policy transformation, software modernization strategy, workforce initiatives, and cyber policy. She was the first Chief Software Officer for the F-35 Joint Program Office and brings over 20 years of experience supporting both the U.S. Air Force and U.S. Navy.
Julie B. Cohen is a Senior Member of the Technical Staff and Electrical Engineer at SEI. She has spent more than 20 years supporting defense software acquisition, radar systems, satellite communications programs, and software modernization initiatives. Prior to joining SEI, she served 20 years on active duty in the U.S. Air Force.
Rita Creel is an SEI Principal Engineer who helps programs adopting the Software Acquisition Pathway manage risk and implement effective software acquisition practices. Her 35-year career spans software-intensive systems engineering, acquisition, cybersecurity, leadership, and machine learning.
