About the Speakers

Eileen Wrubel

Eileen Wrubel is a Technical Director at the Software Engineering Institute (SEI), leading efforts in transforming software acquisition policy and practice. With over 22 years at SEI, she has advised numerous federal acquisition programs and previously worked across telecommunications, logistics, and defense sectors, including service in the Air National Guard.

Julie B. Cohen

Julie B. Cohen is a Senior Member of the Technical Staff at SEI with over 20 years of experience. She has supported major defense and research initiatives including radar systems, satellite programs, and acquisition pathway efforts, following a 20-year career in the U.S. Air Force.

Brigid O’Hearn

Brigid O’Hearn is a Principal Engineer and Software Modernization Policy Lead at SEI. With 30 years of experience, she plays a key role in shaping software modernization strategy, workforce initiatives, and policy across defense programs, including leadership roles in the F-35 Joint Program Office.
